HydroCompliance is a spin-off of a stormwater consulting firm established in January 2009. Today our team brings more than 30 years of combined experience in construction, professional engineering and stormwater to every project.
We specialize in SWPPPs, WPCPs, training, permit compliance, site inspections and stormwater sampling. We have developed more than 1,600 SWPPPs, inspected more than 1,200 California sites and routinely manage more than 100 projects at a time.

Peter has more than 30 years of combined experience in construction, professional engineering and stormwater. He is known for developing strategic, creative solutions that balance regulatory requirements with development needs.
An expert in stormwater compliance and project quality management, Peter is well known across California and has led projects of every size and complexity.
Emily brings more than 19 years of construction experience to HydroCompliance, including subcontractor management and site supervision. That field background shapes how she approaches compliance: practical, organized and focused on keeping the job moving.
Emily oversees SWPPP development, coordinates and schedules the inspection team, and manages site compliance monitoring, pH and turbidity sampling, SMARTS uploads and permit annual reports. Clients rely on her for clear communication and for resolving issues quickly when they come up on site.
Our team holds the certifications California's Construction General Permit requires, plus national credentials in erosion control and stormwater inspection.
